Inaugurated in May 2024, the Centre for Global Studies (CGS), a program of the Parliamentary Assembly of the Mediterranean (PAM), stands as a leading research institution committed to delivering comprehensive and strategic analysis on a diverse array of global issues, including among others, Artificial Intelligence (AI). The PAM-CGS actively cultivates partnerships with prominent international organizations, national and international research institutions, security agencies, academic entities, and the private sector, thereby ensuring a collaborative approach to addressing current global challenges and enhancing knowledge-sharing across various domains.
In September 2024, the CGS assisted PAM in the organization of a High-Level Parliamentary Side Event entitled “Parliamentary Support in Re-Establishing Trust and Reputation in Multilateral Governance,” held on the eve of the Summit of the Future in New York. The event, among other key themes, discussed the nexus between parliamentary principles and the regulation of Artificial Intelligence (AI) and Emerging Technologies.
On that occasion, Ms. Natalia Gherman, Assistant Secretary-General and Executive Director of the UN Security Council Counter-Terrorism Executive Directorate (CTED), emphasized the strong partnership between CTED and PAM, commending the valuable research produced by CGS on the malicious use of new technologies by terrorist and criminal groups. She underscored the importance of a coordinated response to these evolving challenges, highlighting the necessity of collaborative efforts to ensure the effective regulation of AI and emerging technologies for the benefit of global security.
During the event Hon. Enaam Mayara, President of PAM, announced the establishment of the Permanent Global Parliamentary Observatory on the Malicious Use of AI, which will be serviced by CGS in San Marino. The Observatory will act as a platform for monitoring, analyzing, and promoting the development of effective legislation, principles, criteria and evaluation of AI governance. Its goal is to ensure that AI and other emerging technologies are used in line with internationally agreed norms, for the benefit of all countries, rather than by terrorist and criminal groups for malicious purposes.
In conjunction with this key initiative, PAM-CGS introduces a publication of a daily digest on AI and Emerging Technologies. The digest will feature sections on key topics, such as: global governance, legislative lessons learnt and best practices, case studies, law enforcement, international instruments, applications relative to geostrategies, security and defence. This digest will serve as a valuable resource for policymakers and researchers alike, providing timely updates on the rapid advancements in AI and its potential risks.
